Species makes a difference here.

Current snakes:
0.2 Gonyosoma oxycephala - (Silver/Yellow)
3.3 Gonyosoma oxycephala - (Green)
2.1 Gonyosoma janseni - (Black)
3.3 Gonyosoma janseni - (Black & Tan)
This particular cage will be for a retic, but in the future (near future) I will be building cages for my 3 timbers and my copperheads.Any help will be appreciated.
thanks,

For the retic you want a floor covering that is relatively easy to clean. Personally I'd skip painting the floor and use a plastic floor of some sort. Fiberglass reinforced panel, expanded PVC (aka Sintra), or some scrap vinyl flooring. It would also be a good idea to line the first few inches of the walls with this material since snakes tend to deficate when crawling along cage edges.
For the rest of the cage you could probably get away with an acrylic latex paint.
For the Crotalids you could use the acrylic latex for the entire cage. If you have leftover plastic flooring use it for them as well.
Do note that with acrylic latex you may have to touch up the paint every couple of years. If that is a problem then consider an oil-based paint.

where can I find expanded pvc or fiberglass reinforced panels?

If you need at least a full sheet of expanded PVC then your best bet is to look for local plastic distributors. It sounds like you will need a lot.
If there are no plastic distributors in your area or if you just need a small amount then call local sign shops. With sign shops you'll have to ask for Sintra, the most common brand of expanded PVC.
