Weird Anole Situation

I've had two green anoles for a few months now. One is bright green fairly active looks really healthy and strong and the other is extremely tiny always dark dark brown and very timid. that's how they've been since I got them. Lately I've been finding bright spots on her skin almost like a glow, anybody have any idea what that is?
