Unanswered questions regarding NYS reptile ban

Like most NY residents here, I've already vented about the whole ownership banning/regulations so I wont get into it again. But I still have many questions on it that I havent really heard anyone discuss.
1)How much is the permit? (Someone said $8 for 2 years?)
2)What is required for a permit and do you have to prove anything?
3)Does one permit cover all banned pets or do they require one for each pet?
4)What happens if the town/county/city is notified that you have a burm and you are NOT registered? Will you get a warning to comply or will it be confiscated on the spot?
5)How does this law if at all affect vets? Will the state or the vet themself require you to show a permit prior to admitting your banned pet?

I havent been able to find answers to these questions on the web. If anyone has concrete answers please let me know. Or if you can post a link that would be helpful. Thanks.

1) Permits will be up to, but no more than eighty dollars. They are to be renewed annually (possibly bi-annually).

2) I believe that only an application (for each individual animal) is required.

3) An individual permit is required for each individual animal.

4) You are given sixty days to register your animals, after that if they find that you are keeping any illegal animals without permits, they will be confiscated and euthenized. You will be fined $500 dollars for the first offense, and no more than $1000 for the second and third.

5) I am sorry but I know nothing about the vet issue.

That is part of it, but there is more than just the application and what in entails. The reptile breeder the private pet store I work at uses is a local animal control officer... He just spent 2 weeks going from store to store telling of the new law, and what can happen.

Basically, he said that by getting the permit it will give the state or your county the option to check in from time to time on your animals. They can also report your animals to your home insurance company. The rep breeder should be coming in tomorrow or Monday and I'll hopefully be able to find out the real enforcement issues...

I have another question. I already own 2 burms, What if I decide to rescue or purchase another burm or buy a black-throat monitor would I be able to do it out of state and just purchase another permit or am I never able to own another burm or monitor again after these animals pass on?
