Heat tape available at hardware stores?

I've read several references to heat tape available from hardware stores being used in place of undertank heaters.

Is this safe? How can temperature be regulated? What is the conventional purpose of the tape, and where may it be obtained?

I don't know which posts you are referring to, but usually when someone says heat tape they mean flex-watt.
This product is not available at hardware stores.
