Heating a room?(Need Advice)

Well I had to move back in with my parents. The only room available was in the basement. My problem is that my animals have the lights they need but it doesn't seem to stay warm enough and its worse at night when I turn them off. My mom won't let me get any space heaters. So I was wondering what other options I would have to heat a room. In my apartment it was at least 75 in there at all times not including the heat from their lights, My mom won't let the temp go past 70and the basement doesn't even get that warm. Any help you could give me would be appreciated.

I think we need more info regarding the species you keep and how their cages are setup.

Man I dont kow what you could do if you cannot get any sort of heating devices... Like Chris said give some details..caging too..
