New dart frogs

I just got two new tinc froglets, one a bit larger than the other. I put them in a 10 gallon tank and the larger one seems to be doing fine and is hopping around and eating. However, the smaller one just seems to be sitting around. How long should I wait till this is a problem and what should I do?
