Did it look like this.

This one was found in northern Utah.
It is the most melanistic wandering garter I have ever seen from Utah. I'd be interested to know if the one you found looked like it.

Both of these snakes were very brown.
The first one was almost entirely brown

They sound like they are probably just normal wandering garter snakes. They can be highly varialbe in color.
I have found that the high elevation snakes are generally much browner like the ones I pictured than are the ones from the valleys.

It is against the rules to breed any native Utah reptiles or amphibians without first obtaining a COR from the Division of Wildlife Resources

>>can i buy a 1.1 garter pair of any type in utah or near really looking.

You can breed any non-native species of garter snakes without a COR

Go to the bottom of the link below and type "garter" in the search box. It yielded 28 adds when I did it.

The most important thing is to get pictures and as much information as possible on the animals you want to buy.

Why are you in such a rush to get breeders?
