Two sections of several small peices of PVC pipe with connector joints, shaped to hang over the edge of the one side of the tank, down to water level, across the tank, then back up and over the other side. Drill cork bark onto the top of the pipe just at the water level. One section can hang a little lower in the water even, to make a slope on the bark. I never done it, but I've seen pictures of it from a zoo "off display" enclosure. It would probably cost you $40, including the hack saw to cut the PVC pipe - you could make it in your living room if needed.
If it's a relatively small turtle, then just a piece of floating cork bark would work.
Or, for small turltes, get a piece of Rubbermaid or Tupperware that is the same height as the water level, and that has a side wider than the turtle. Leave the lid on. Use a hot knife to cut out one complete side. Use a slightly slanted piece of slate or sandstone to put on top of it, making sure that the stone is about the same size as the container (attaching it with aquarium sealant is option). Now you have a hiding cave and basking spot in one. I've heard of plastic spetting stools used the same way - and you could attach those to the tank with aquarium sealant at the bottom of the legs.
