If he's hibernating he will develop a thick layer of skin and his eyes will be shut. When they come out they will eat this (yes, I've seen it). Depending on the temperatures in the tank they could be hibernating. How big is your frog? If he's small you can feed crickets, or go to small comets and then large comets depending on the size. Anything that will fit in their mouth they will eat but shouldn't exceed the length of their body. If you're feeding crickets I'd just dump some in, if you're feeding fish I'd put them in the water dish/area. Just make sure that you change the water frequently and immediately remove any dead fish. Mine have never taken food from tongs. Hope I helped.
