Is forest bed from T-Rex and play sand a good substrate for a sulcata tortoise?

Do i have to keep it wet or dry?

Any thing you use as a substrate for a sulcata should be keep dry. Hay is the best substrate, orchard or timothy, I use orchard. But more important right now, is that you do your home work concerning sulcatas and hopefully, "before " you get one. Click on the link to read about sulcatas.
