Love the picture, I happen to adore frogs just a tad more than Lizards but don't get me wrong, I love my Tobias.
Most everyone uses sand in their lizard's tanks. Collared lizards and from desert-ish areas and sand is most natural. From what I understand plants are scarce in their natural environment (I think, I'm not exactly an expert) so I see most pictures of tanks with little cacti and such in there.
Apparently, washed playsand seems to work really well. I don't know why, but everyone on here recommends it, it must not cause impaction. I personally use Bone-aid, a calcium sand that doesn't have too much of a risk for impaction, and when injested it can actually provide some calcium, since lizards tend to lick here and there around their homes.
i've heard of people using newspapers, and I personally have used paper towels at one point for a month or two. I only did this, however, because I had two collareds at the time and both were very ill. Using paper towels helped prevent the growth of bacteria and it was easier to clean. Only one lizard pulled through though. I would love to use paper towels all the time, SO easy to clean, but not natural 
Well, those are my thoughts, hopefully someone else will provide better, more specific information, I'm still a newbie when it comes to my litte guy.
