I am looking for an Eastern Box turtle breeder in N.Y. that has all the NYS permits required to do so.

I would suggest you contact a local or regional herp society for leads, or even the body that issues such licenses (Fish and Wildlife, or whatever the agency is called in NY). Or MATTS (Mid Atlantic Turtle and Tortoise Society).

also check out the new york turtle and tortoise society, nytts.org i believe. probably few and far between, i don't think it is the DEC's position to issue permits for box turtles as pets, so be prepared to have a mission statement or long term goal to present when applying.
best of luck.
