It's a heat matt used to keep pigs or other farm animals warm in the winter. They have also been used for reptiles.

Since these are used outdoors in barns etc. they are weather resistant and built for outdoor use. The heat pads for sore muscles are not meant to get wet or defecated on in some cases.
When using any of them I would advise to put them on a rheostat or thermostat for better control over the temps. I do not recomend using them for basking areas. But you can use them in a burrow or hide box for a nice warm retreat in winter. But I do not know your weather so it might not be a good thing to put your reptiles outside in the winter. i.e. I am in south florida it is hot and humid here so the cage setups here will not work in a dry region. Wide open aviary type cages here are fine, if you try it in a dry region the cage will dry up and lose heat and humidity rapidly. An enclosed cage here with little vents just grows bacteria and fungus, in a dry area it works fine and holds humidty and temps. well.
