mating questions

I have 2 red eared sliders, a male 4.5" and a female 5". Lately he's been swiming infront of her and trembling his foreclaws against her face. Sometimes she'll do it back, and other times she'll swim away. Are they trying to mate? Are they still too young to mate.

That is the mating ritual, and no, once they reach 5 inches more or less they are ready to breed.
