Film on top of water

I have been having some problems keeping the algae out of my tank and it looks like my tank is settled and clear. However, the last few days I have noticed an oily film on top of the water. Any ideas on where it came from? food pellets? How do I get rid of it? Do I have to change the water completely again? Any thoughts would be appreciated!

The film is from the pellets, it is harmless. The best way to keep it at bay is to have something agitate the surface of the water. This can be either your filter return, or a airstone or bubble wand. Anything that keeps the water moving. A neat bonus is that turtles love currents and bubbles.
