I want to use a kane heat panel on the bottom of a cage that is 24"x42"x48" tall. I was planning on use a heat lamp or heat emitter for a basking spot also has anyone used these heat mats? Any opinion would be great.

Also for lighting I was going to use Repti-sun 5.0 or 10.0 any opinions on these? Or would regular bulbs be ok?

The reptisun 5.0 is a flourescent tube which produces UVB, which you need. However, it only projects up to 12 inches away from the bulb, and in a 48 inch tall tank it would be worthless. Mercury vapor UVB bulbs would be a good choice, they produce heat and UVB rays up to 6 feet away.

I have a tank that is 48x18x24 (LWH) I use two 150w heat bulbs in dome lamps to provide a basking spot of 105-115degrees. I had a tough time with the UVB because all i had was a repti-sun 5.0, and as stated above, they only give off UVB up to 12 inches. I solved this problem by putting a big cinder block in my beardies tank, now she can get within about 6-10inches of her UVB, and keep her toenails trimmed!
