I would make it so he can grow to adulthood - at least 7 feet long and 3 feet wide. They grow REALLY fast and can reach adult size in the first year if cared for properly (mine was almost 4 feet long at 1 year old). My big guy's current cage is made out of 3/4 inch sandeply with no framing (not necessary if you use 3/4" plywood). It has all interior corners sealed with silicone sealant and has 3 coats of polyurethane on the inside and 2 on the outside. Substrate is about 10" of cypress mulch.

I found an old shower, which is 7*4*4 and I covered the drain holes. I then drilled two long pieces of wood on the top and bottom of the opening. I had previously cut a 1/2 inch deep slit along the edge of each piece of wood. I then got three sheets of 1/4 inch plexi-glass that would slide along the grooves. It's pretty neat, but unfortunately I have it at my house in California and can't send a picture. During the winter, when my tegu hibernates, I keep him in a 6*2*2 pli-wood cage with screen on top.
Suggestions: When you build a cage, make sure it is very accessible and easy to clean. I recommend coating the surface of all wood used with water proof sealant. Glass is more attractive than plexi-glass, but it breaks easily unless it is really thick and it is much more expensive. Start a hole before drilling in a screw to prevent the wood from splitting.
