I was just wondering if zoo med or Cobra UTH's are better. any personal experience?

Personally, neither!

I prefer the radiant heat panels produced by Pro-Heat and Helix.
Pricy, but they put the heat where it should be, for most species anyhow, with virtually no risk of the enclosure inhabitant incurring burns, as the surface temps of such units do not actually get hot.
I have always wondered why so many people, many of whom refute the use of heat rocks, continue to utilize UTH heaters.
If you absolutely must go with a UTH, I’d probably go with a Kane and a quality thermostat…

well I have RHP's in my wooden enclosures I just built, but i am going to be moving some yearlings into the 29 gallon tanks I have and i've been heating these tanks with blacklights, but i figured a 25 watt UTH with reptile carpet, then aspen over it would probably be a lot cheaper to run. How can a RHP be used on the top of a screen tank? lay it on top? i'd think it would overheat the metal screen top.

i have a black rat in there right now and going to be placing a texas bairdi in there.. both of which love climbing and im afraid they may burn their noses or smething rubbing against the top. also would an UTH be able to heat the ambien temperature... so maybe a CHE would be a better choice?
