All Im going to say is that I personally have had 2 burn up in less than 7 months. They even had rheostats and they both went up in a nice red glow. They were both less than a year old.
The sad part is I threw my old ones out because I was worried about fire hazards.
Whatever you use make sure you have a smoke/heat detector in the same room.I now have a fire ext. in my room also.
Ive never heard anyone say anything bad about human heating pads.

From MY experience only...I have never had a problem with a Cobra brand UTH.
I bought a Zoo Med brand UTH because I bought a snake, (full grown BP male) and needed a bigger UTH for it like NOW!!
The Zoo Med brand burned that snake 2 weeks later!!!! I will never buy another Zoo Med UTH ever! That poor snake was burned 3/4 of it's length with blisters and blood and it wasn't very pretty! He is healing now but I got lucky.... 'Nuff said.....
