Quarantine

My Sav has been on a decline since thanksgiving and I fear there isn't much hope for him. His skin is terrible and hard in places and parts have scales sloughing off.
I just cleaned out the dirt from his enclosure in attempt to keep him in a cleaner environment, but I was wondering what I could put down or do to keep his humidity up without putting in a substrate till he's healthy again.
I've taken him to three herp vets, and nothing has changed so don't [bleep] at me and tell me to take him to a vet.
Any help would be apprecaited though. I'll try to post pics later this week.

Tony
