Do good male breeders always show large hemipenal bulges ?

I have a male that is doing alot of courting and head bobbing but his hemipenal bulges are very small. All the other males I've had in the past have shown really large bulges. I'm trying to decide if I should use him for breeding or try to find another male. Thanks in advance, Paul
