If I were to buy/build a shelving unit to hold five 20L tanks using a UTH (w/thermostat) on each tank, would I need to be concerned about heat from the tank above making it too hot, or should the thermostat keep that from happening?

You wont have to worry about it if you have two thermostats, one hooked up to each tank. I have done the same thing in the past with no thermostats, just dimmers, and didn't have a heating issue with the top tank. But I had enough ventilation to make sure the top tank wouldn't over heat.
