RES won't come out of the water

my turtle is young its shell is only 1.5 inches long. the water is at about 78 degrees F and the basking spot is at 84 degrees. its ramp to the basking area is partially underwater so it can climb on. my turtle will just climb on to the ramp and sit in the water i am worried because it is not getting dry. i am gone for most of the day so it is not a matter of privacy. and i know it is not a matter of if it can get out. it use to get out and bask and dry off. i was just wondering if i should do anything, and what should i do

Are you sure he is not basking while you are gone?

i am fairly sure i have a way of checking as soon as i get home to where it doesn't see me and dive in the water. not once have i seen it out of the water for about a month now
