Are there any that can last in 20L?

NO. That's way to small for anything but a hatchling, and a temporary basis.

I wouldn't even house a hatchling in an aquarium, there are rubbermaids plenty big for hatchlings.

You COULD keep any sized box turtle in a 20L tank...but it'd die. Think outdoors when dealing with box turtles and tortoises.
