Flipping over

Hi! We all know that torts tend to flip over sometimes but the last month my littlest tort is getting flipped over more than usual. She is in a large pen with my bigger tort. They are acutally about the same age but for some reason Sam is a lot larger than Ella. Do you think he could be flipping her? I'm not sure if maybe I should seperate them? He likes to climb all over her like a rock. She doesn't seem to mind but I'm starting to think maybe he is bullying her. Sam is a year old and Ella close to a year. I have no clue really what sexes they are since it is to early to tell. Any suggestions? Thanks!

...these guys like to think others as (climbable) ROCKS wherethe MOVING or NOT...
...i think the lil' one needs a shoulder to cry on but the big (young) guy just freakin' out and panic so he bolted...
...is their habitat bumpy (esp. around the edges)?

No there habitat is smooth...no edges or bumps on the sides. One basking rock but it is smooth. I'm very paranoid about them tipping so I'm careful on what I put in there pen. I have seperated them to see how it goes. She is already doing much better. I think he was just picking on her. He can be very ornery! Thanks.
