I need help with lighting

i was reading several posts and realized that i don't have a UVB light. so i have three questions.

1. how important is a UVB to a baby turtle with a 1.5 inch shell. the only reason i ask is because i don't have a lot of money and if i could wait for a month or two to get one it would help me out some.

2. i am not going to be a bad owner and not get one so, what is the difference between an expensive bulb and a cheap one.

3. i have noticed that some bulbs will say like 7% or 3% (i cant remember what it was), but what does this mean.

and if anybody could help me out with my question on "RES won't come out of the water" that would be great.

I would say it is very important especially when they are young and growing, they need the calcium they are eating to be absorbed.

You can probably find a Reptisun flourescent tube online for about 15-20 dollars. You want at least 5.0 or higher, that number is the percentage of UVB.
