If you're limiting yourself to $300 then a sulcatta is not a good pet for you plain and simple.
ie where is this animal going to live, grow, dig and eat?
While doing further research on tortoises save up a grand or so and consider pet insurance; then you'll be in a nice position to get a tortoise.
dont mean to sound harsh but if you're concerned about the cost of the animal how willing are you going to be to pay for keeping it out of the cold.
