I am assuming that it is indoors. I would recomind a dehumidifier. They can be purchased at many dif. retailers and home improvement stores.
Good luck!

You say the humidity is 70% in their "tank". If you have them in a glass aqaurium trying to get the humidity down is very hard. A dehumidifier in the room won't make much of a difference.
We keep our humidity between 25-35% for our Greek's by doing the four things listed below and these will work for Russian's as well. Our Russian's can handle 70% humidity for a few days without any problems, however they are outside.
First, get them in a 50 gallon rubbermaid or ideally a wood enclosure at least 3'x 6'.
Second, for their substrate use a 50/50 play sand topsoil mix.
Third, don't put a water bowl in the enclosure. Soak them once a week in chin deep water for 10 mintues.
Once you get them in the right enclosure with enough air circulation, a dry substrate, and 2 100 Watt UVB/Heat bulbs the humnidity will drop. If your set up is still to humid (above 50%) then get a dehumidifier.
Good luck.
Well it went down to 65 after i changed the substrate because it wouldn't dry. So i put newspaper shredings in it and he seams to be more happy. Its soon to get cooler so i hope that will help. Im dying right now of the heat. Im just woried if i leave the light on he will over heat. I don't think i would like to have a 100 degree light on when its this hot.
