i am thinking of getting an amazon tree. Will an atb be housed comfortably in a 38gl reptarium(tall) for its whle life?and does anyone know where i can get a nice cb red atb?

If you're talking about one of those mesh enclosures, the answer is no. ATB's need relatively high humidity levels and unless you live in an area where relative humidity is 65% , you WILL have problems. There are plenty of other inexpensive options out there that will keep an ATB happy and healthy, so do some more research and pick a suitable enclosure.
