Boa Regurgitating?

I have a 2' Red tail boa in a 55 gallon tank. it has an under tank heat and for the day i have a hundred watt buld and for night is a 75 watt night bulb.

1) He ate last saturday (Febuary 5) he regurgitated last night around 6-6:30 (idk if thats exact time but i didnt notice it my mom did BC of smell) Someone told me that thats past regurgitation period.

2)Is he sick? if so will he need a vet becuase my parents wont take him to the vet because "its just a snake and it will cost to much." If he does need a vet how can I find an exotics vet.

3) He is now out sitting in the open not under the hiding area. is this a problem because he usally hides.

First off I would say that your problem is more a husbandry problem than a sick boa problem. The cage that you have him in is to big for a boa that size, and I'm sure that is why he is wanting to hide all the time. I would say try to arrange the hides to give him more security. Your next step is to know what your temps are. They should be in the 80-82 degree range throughout the cage with a hot spot of about 95 degrees with a hide in each area. If you dont have one already I would give him an undertank heater of some sort. Whatever you do DONT feed or handle him for 2 weeks and then offer him a very very small meal about half normal size. Make sure however that he always has fresh water. This should take care of your problem. You should also invest in a humidity gague and keep it in the 50%-60% range.
