is my water to cold

my question is about behavior my water and basking area temps are 79 and 94 respectivly. but i never see or hear my turtle out of the water i don't see water on the landing there is neve any sign that the turtle has been out of the water, so i am about 95% sure its not. also often when i come home i see it laying on the heater in the tank. it is a young turtle 1.5 inches. i just got a UVB light and i have plans for a new tank, it is only in a 10 gallon because i don't have much money but i am saving to upgrade to a 50 gallon. i need to know there is anything i could do to get my turtle to bask, or dry off i know it is important for the turtle to get dry every now and then.

Your water is a bit warm, your basking spot is way to hot. If you lower the water temp to 75 or so and lower the basking temp to the mid 80's your turtle may start basking.

sorry i my basking spot is 84 i don't know why my mind keeps saying 94 but i will try lowering the water temp.

also is there any water heaters that let you select a number temperature to keep the tank. the one i have is just a cheap one from wal-mart and it is a pain to make small adjustments on. i had the tank on 73, but my turtle would hardly come off the heater. so i tried to bump the heat up a little and i ended up at 82. so i bumped it down, you get the point. all i am asking is there an easer one to use.

There are easier ones to use. My favorite is made by "Won Brothers" and is made out of titanium and it's really not that expensive. It has an external temperature controller with a red led readout that tells you what the water temp is and it has a green light that comes on when the heater turns on. The readout is about 2 degrees off on mine so I check the temp with an accurate thermometer. I think it's called WON BROTHERS PRO-HEAT II. You can find out about them at wonbrothers.com
