is the set described at black jungle safe for darts?? ie using foam insulation covered with silicone and co-co bedding for a background.

People use the foam all the time with no problems. Just be sure to let it cure completely and don't use the silicone with the mold inhibitor that is formulated for bathroom sealant. The other silicone products are safe after curing for 72 hours or so. You wouldn't be adding your frogs until the terrarium is built, up and running for awhile, anyway.
I also doubt that Black Jungle is going to sell anything that isn't safe to use.
