First you need to separate her from the other. Even though it may appear that is not stressed by the other female she is more than likely very stressed. Once you separate her give her a nice deep (at least 18-24" deep) bucket of moist sand for her dig and bury her eggs in. I personally use a 36" deep Rubbermaid with moistened soil and sand combination and have great success with that. If the female still refuses to lay eggs she very well might be egg bound. I take it that the females have not bred with a male? Either way a female can go egg bound. If the female is fed too much her body will produce too many eggs and follicles and her body will be unable to lay them. If she is in fact egg bound you will need to take her to Vet for possible c-section to remove the eggs.
