how hard is it to set up an antivenin producing facility? what are the logistics? cost..manpower..technology..and everything else invovled.

Where do you get your current antivenom supply? Contact the manufacturers as they know what is expected from anyone that they will purchase venom from.
As far as technical crap goes, an autoclave would be essential I think (for sterilizing materials prior to collecting) Of course the proper snake handling equipment and expertise is a must.
Also from what I hear in upwards of 500 animals of the same species is needed. (I had a brief talk with a vet who purchased a crotalus facility that already had a contract)
I wish I could help more... also I think the Kentucky Reptile Zoo has facilities for milking/production. Consider contacting them.
