Should i place the water dish on the cool side or the warm side? Also, what wattage bulb should i use for the heat lamp?

Well, I dont think it really matters what side the water dish is on, i just put it wherever theres space.
I would recomend a UTH more than a heat lamp but if thats what your using a 60 watt would probably get it to 88-90, though you might have to experiment a little with different wattages. later

Thanks. I was planning to use a UTH at all times and then the heat lamp for whenever it gets too cold here in New Jerysey or if the AC is on.

as far away from the heat as possible. If you are using a UTH, then you only need a small wattage bulb..for a 10 gallon tank I would say 60w bulb should do the trick.
