Actually, it sounds like the female is the unusual one. My uros all take a very long time to shed - and they tend to do it in parts. It literally can be weeks or months where any one of my gang looks all flaky and miserable.
Soaks can help. Rubbing a little mineral oil into really stubborn spots can help, too. If you don't have any rocks in the cage (or they're all smooth), you can put something with a rough surface to let him rub against it. Mostly, I wouldn't worry about it too much at this point, unless he's got stuck shed on the toes - help him with that for sure. Good luck!
