When my ball had problems shedding,I just put her in a wet pillow case for about an hour. This may take a few times.

If it proves stubborn to get off, It's ok to let it go until the next shed. Just make sure that he's plenty humid and whatnot so that it will come off next time. If it STILL doesn't come off, then it's time for dire circumstances. So yeah, I'd try the pillow case thing, or some damp moss in a hide spot, or something of the sort, but it should be ok if it takes until the next shed cycle for it to come off. It's when the caps built up that it becomes a big concern.

I have encountered this problem with a couple of ball pythons. If the snake is not head shy, you can take some scotch tape and lightly place it over the eyecap. Slowly pull it off and the eyecap should come off. It may take a couple of times but as long as the snake does not mind, you should have no proble.
