Should I place them in his water dish or dangle them in front of him with tongs?Whenever I use tongs he seems to get scared and refuse to eat....Opinions?

Here is one vote for tongs. I would imagine in the water bowl they would be rather hard to catch as goldfish can be sort of quick. Keep using the tongs, he will get used to them.
Here is a second vote for tweezers/tongs.
If possible limit the goldfish as they are high in saturated fats.

They are rosy reds. I offer crickets,mealworms,superworms,waxworms and an occassional pinky if I can get him to start eating again.
