my pac-mam has 2 bumps on his back liike hips kinda.is this normal?

It could mean your not feeding it enough but is impossible to tell without a picture. If you are overly concerned, have someone who is familiar with healthy pacmans to examine your frog. If your frog is otherwise acting sick, make that person a herp veterinarian.
