Matt, With cage size vertical height is important. You want the lizard to be able to sit vertically against the terrarium wall or branch. Twice the length of the lizard from top to substrate is a minimum. For substrate I use cypress mulch. I have seen my fibriatus dive bomb for a cricket and get a little mulch in its mouth, manuever the cricket around its its mouth, swallow the cricket, and then spit the mulch out. Some people like to cover the main substrate with dried oak leaves. With temps, a basking spot in the high 70's is great if you can provide it. Switch the heat off at night. I personally don't use any heat spot. I keep the room air in the mid to upper 70's during the day, then cool the room down to the low 70's at night with a box fan. I spray mine at night right before the lights go off and again in the morning. For lighting I just keep the room light on during the day and turn it off at night to provide a steady photoperiod.
