Don't live in CA. Don't know the answer to your question. But I do know this. According to CA regs. you can collect and breed California kingsnakes, Lampropeltis getula, but you can only collect and keep one CA mtn. king, L. zonata, and even then only certain subspecies. You also have to have a license to hunt snakes. Just trying to save you some trouble.
PS: A new book called, "Mountain Kings", by Brian Hubbs, is an excellent way to learn about CA mtn. kings and all the regulations, etc.
Living in CA is a bummer for herpers, imho.

Parv is legal to collect with a valid fishing license and they are not rare. Good luck.
It is the San Diego Mountain King, L z pulchra, which is protected and may not be collected or possessed in California. State law has set geographical boundaries within which no Mountain Kings may be collected. This area is meant to encompass the known range of pulchra. As for the rest of the subspecies... In California only one of the entire species may be possessed, not one of each subspecies. Some people have tried to get around this by making such claims as "one is mine and the other is my wife's" etc. Calif. F&G considers this illegal and only 1 L zonata may be possessed per household. All commercial activity including trading out of state is also illegal. No permits are issued to breed or sale this species in California. In the future the entire species will probably be legislated to prohibit all collecting and possession. The subspecies are difficult to tell apart and too many people are functioning outside of the existing laws making the conservation of the zonata complex problematic for State officials.
