Skink Abuse

I just got back from a local pet store and while I was there I saw a blue tounge skink in a cage with no hide spots, it looked like half of its tail was missing with some wierd large white scab covering the end of it. Its mouth was filthy and hanging open and it looked skinny (for a bts). My question is; is there any place I can report this to so that maybe the skink could get put in a better place.
