Why do my chameleons (supposedly Senegal) periodically keep their mouths open?

If he is basking its nothing to worry about, he is just regulating his temperature that way. If there is a threat, he may be doing it to ward the "predator" (you) away. If he is constantly doing this, even when none of the above conditions are satisfied he may have upper respiratory infection.
