Hey,
It sounds like it was in shed, and might not be able to get the skin off on it's own without a little bit of help. I would soak him/her, or place a warm and wet bath towel in with the blood for a few days and see if that starts the shed and helps to rehydrate the skin. It should work. Bloods at that young age, have a tendency to dry out if not provided with sufficient humidity during the shed period. Soak for a few hours, in a small container or a container appropriate for its size, and only bring the water level high enough to reach as high as the sides of the snake without covering its back side. You don't want to drown your snake in the process. Remember to keep the container in a warm spot or back in the rack or whatever cage you are using with some heat. You also, don't want your blood catching a chill during the soak.
