The rats keep on stepping on the babies (making the babies yelp), and the female is also picking them up and moving them from place to place in her mouth, is this normal? Thanks for any help!

Lol...Yes, that's normal. Be glad she didn't eat them all. That happens too, sometimes, especially with first litters. Let her get comfortable with them, and all should be well.

Give her 24 hours. It probably isn't nessecary to wait but it doesn't hurt, especially the first litter.
