I have read something about doing this, but involving stacking one on top of the other.
And the answer was pretty simple.
Cover the glass with a towel or newspaper, and smash it.
My suggestion...get a tack hammer to do this with, so you'll make a small punch out, and begin removing the pieces of glass.
I'm pretty certain you would have to pry out the pieces of glass trying to do what you are doing, and in doing so, you will break them.
So...you can break the glass trying to remove it, or break it in a controlled manner.
No need to go nuts trying to break the glass. Just enough to crack it. And if yuo already have the silicone off. The job of removing the glass will be even easier.
Then simply attach the two tanks. Silicone between the tanks...
and drill small holes through the frame, and bolt together with stainless steel hardware.
Good Luck!

The silicone you scraped from the inside and outside is nothing more than excess left over. This has absolutely no bond strength. The adhesiveness comes from the fact that the slilcone is placed inbetween the end of one piece and the side of the other. What squeezes out is finished off.

There is no solvent that will remove silicone. Your best bet would to take a heat gun and try to soften it up, then just peel it off. Honestly, you may end up breaking both of these.
