i have a 3 ft burm. every time i take him out his tail wags like a dog none stop. and when hes around my neck it feels like he is movng but he just stays in the same spot but just moves his scales. i bought im 2 wks ago and he shedded a wk before. i dont know how else to explain this. is this normal or what

It sounds like he might be agitated or something. Sometimes crawling on your neck, they are just trying to move, don't always do it, but try to. But I would be on the look out for mites for sure. Hope this helps
