Is % white heritable in Pieds?

I was told that offspring of two high white pieds (ie 75% white) would have the same chance of being high white as the offspring from two low white pieds mating (ie  white). Is this true? Is there no inheritance in pattern and amount of white between parents and offspring? Is the amount of white purely random?

sorry, low white was supposed to say 10% not the square thing.

The amount of white is totally random. Two low white Piebalds can still produce high white offspring. That's what makes Piebalds so cool! =)
