Swollen eyelid covers?

My friend has a pretty old Plains Leopard Frog female. She is roughly 4 years old.
Recently, both of her lower eyelids (you know, the clear ones they use to cover the eye during water submerging) are both swollen and have a whiteich tint to them. Could this be due to old age, or possibly some sort of water component? It does not seem to affect her at all, but it looks pretty unsettling.
