Eastern indigo has a "black phase" which has no red on face, chin, or throat. But it generally has some light coloring on chin and throat. You need a Federal permit for interstate transport if commerce is involved. Many states have own permit requirements because of Eastern's status as a Federally threatened animal. Some Texas indigos are darker than others, but all have yellow to salmon coloring on chin and throat. May go back quite far.

You may wish to go to www.indigosnakes.com and take a tour of the gallery. Make certain you look through the couperi (Eastern Indigo), erebennus (Texas Indigo) and rubidus (Mexican red-tail Indigo) galleries, as they are the three available black subs.
While you will need a Federal Interstate Commerce permit, to ship an Eastern Indigo across state lines, you should also check your local and state ordinances, as some areas require additional permits to keep such specimens at the state level.
No permits are required for Texas Indigos, unless you reside within the Lone Star State, or Mexican red-tail Indigos..

Best regards,

Jeff
